If an organisation asks for your degree to be “attested”, “recognised” or “equivalent”, ask which document it actually needs. These terms can refer to different processes, and completing one does not automatically satisfy every request.

For a university qualification issued outside the UAE, start with the awarding institution, the country of issue and the organisation that will receive it. The purpose of the application matters as much as the name on the certificate.

Recognition and attestation answer different questions

The Ministry of Higher Education and Scientific Research provides a recognition service for university certificates issued outside the UAE. Its April 2025 update identifies qualification authenticity and the issuing institution’s legal establishment, licensing and accreditation in its home country as key conditions.

MoFA’s document-attestation service concerns the authenticity of signatures and seals. An attestation is therefore not, by itself, the same answer as academic recognition.

A starting distinction, not a universal application sequence
The request What to clarify
Recognition of a foreign university qualification Which MoHESR service and current conditions apply to this qualification and intended use?
Attestation of a document Which signatures or seals need attesting, and which issuing-country and UAE route applies?
An “equivalency certificate” Does the recipient mean the current recognition service, or a different education-related requirement?

Keep the recipient’s written request. If it uses older terminology, ask it to name the authority and output it accepts. That is more reliable than choosing a service because its title looks close to a phrase in an email.

A practical route map

  1. Identify the document. Record the exact qualification, awarding institution, country and year. Distinguish the degree certificate from transcripts and other supporting records.
  2. Confirm the purpose. Who needs it, for which application, and by what date? Ask for the receiving organisation’s current written requirements.
  3. Name the required output. Recognition, attestation, a translation or another document may be requested. Confirm which are needed rather than assuming all of them.
  4. Check the relevant official service. Use the current authority instructions for that document and purpose. Resolve uncertain details before paying or sending originals.
  5. Track the application. Keep the reference, documents submitted, correspondence and the final output together.

Use the map to frame your questions. The official service and receiving organisation set the requirements and sequence for your case.

Why “it is all digital now” can mislead

MoFA distinguishes digital attestation from courier-based handling. Its current guidance limits the described digital route to eligible UAE-issued digital documents from supported authorities, intended for use outside the UAE. The service determines the route from the document information.

For a degree issued abroad, follow the relevant UAE Mission’s instructions and MoFA’s service details before choosing an attestation route.

When planning a start date, separate the advertised time for a service step from the time needed to obtain university records, resolve a name difference, arrange any translation and satisfy the recipient’s requirements.

Prepare a document checklist for your own case

Create a simple list with four columns: item requested, who requested it, where it will come from and its current status. Include only items actually requested for your route; a generic online checklist can create unnecessary work.

Before submission, compare names, qualification titles and dates across the records. If something differs, ask the authority how it should be addressed. Do not edit an official document to make the details match.

Ask how originals should be handled, whether a translation is required and how the finished document can be verified. Share personal records through the agreed secure channel, not a public comment or an unsolicited messaging account.

A common situation

Fictional example: a professional has an attested overseas degree and receives a request for qualification recognition. They can tell the recipient what they already hold and ask whether a separate recognition output is required. The attestation may be relevant, but it answers a different question.

Likewise, someone holding a recognition certificate should not assume that it replaces every document an employer, regulator or education provider may request.

Check the route before commissioning the work

The responsible authority or receiving organisation decides what it will accept. Check the current document list, fees and process through the relevant official service.
