The Involuntary Loss of Employment (ILOE) insurance scheme is a mandatory UAE government programme requiring all employees working in the UAE to subscribe. It provides financial support — up to 60% of last-drawn salary for a period of up to three months — in the event of involuntary job loss. The scheme is administered by the UAE Insurance Authority and subscriptions are paid as a small monthly or annual premium.
The scheme is mandatory for all employees registered under the UAE Labour Law (MOHRE), including expatriate workers. Government employees, domestic workers, temporary contract workers, investors and business owners, and those under 18 or over 60 are among the categories exempted. Employers are responsible for ensuring their eligible employees are subscribed and that premiums are paid.
Employees who fail to subscribe within the prescribed period are subject to a financial penalty issued by the Ministry of Human Resources and Emiratisation (MOHRE). Additionally, any claim for ILOE benefits will be rejected if the employee was not subscribed and up to date with premium payments at the time of job loss. Employers who fail to ensure employee compliance may also face administrative consequences.
The scheme covers involuntary job loss — meaning the employee was terminated by the employer without cause related to the employee's conduct or performance. Voluntary resignation, termination for cause or gross misconduct, and end of a fixed-term contract where the employee knew in advance are generally excluded from eligible claims. The Ministry evaluates each claim against the termination records in the MOHRE system.
Employers or their PRO representatives register employees through the ILOE portal linked to the MOHRE system. Premiums can be paid monthly or annually — annual payment is typically more cost-effective.
